His name is Harry Wells.
He's not a danger to anyone, so long as you keep that cuff on his wrist.
I won't go into the scientific reasons why he is like he is, but Harry's lost most, if not all of his intelligence due to an accident and due to him being an arrogant jerk.
But for all his faults he's still family.
According to Barry and Cisco a dark matter overload is what did this to him. They still don't know how to fix it, but we're trying. Provided we all aren't reduced to the same state in the next few hours.
Keep him safe, keep him close. One of us will come for him soon.
